In 2020, as part of the implementation of a comprehensive plan for the filling of the Unified State Real Estate (USRN), the necessary information was included in the register of more than 1.4 million information about the boundaries of all land plots of the Russian Federation, which is 3.9% more indicators of the same period last year. In total, as of January 1, 2021, the real estate register contains more than 37.7 million data on the boundaries of all land plots.

Last year, Rosreestr approved and began to implement the “federal road map” to fill the USRN with accurate information about the borders between the constituent entities of the Russian Federation, the boundaries of municipalities, settlements and the boundaries of land plots. The presence of these information in the register significantly affects the formation of consolidated budgets of regions on property taxes and fees, and also protects the rights of owners in the implementation of investment and infrastructure projects. Also, the investment, economic and social attractiveness of the regions directly depends on the quality and completeness of the information entered in the register.

According to the results of 2020, the USRN contains information about 144 out of 378 borders between the constituent entities of the Russian Federation, which is 38% of their total.

Over the past year, information on the regional borders of the Moscow, Voronezh, Oryol, Ryazan, Yaroslavl, Kurgan, Sverdlovsk, Tyumen, Chelyabinsk, Penza and Saratov regions, the Nenets Autonomous Okrug and the Krasnoyarsk Territory has been included in the regional borders.

“The establishment of borders and the introduction of borders in the USRN contributes to the effective management of the territories and land resources of the regions, allows you to plan budget revenues from rent and payment of land tax, and also increases the investment attractiveness of the subjects of Russia,” commented Marina Semenova, deputy director of the Federal Cadastral Chamber of Rosreestr .

In 2020, information on the boundaries of 1,680 municipalities was entered into the USRN. The total number of municipalities in the register was 15,372, while in Russia there are 20,859 in Russia. Thus, at the beginning of 2021, the USRN contains information about 73.7% of the borders of municipalities.

Leningrad, Tula, Sverdlovsk regions, Khanty-Mansi Autonomous Okrug, the Republic of North Ossetia-Alania and Chechnya replenished the list of regions last year, which provided 100 % of the entry of information about the boundaries of municipalities. Also, the work on filling the clarified information of the register of borders in the republics of Buryatia, Komi, Bashkortostan and Khakassia, in the Khabarovsk Territory, as well as in the Murmansk, Samara, Belgorod, Volgograd and Kaluga regions, is also being completed.

In 2020, the Federal Cadastral Chamber entered the USRN about the boundaries of 9,459 settlements. At the moment, the total real estate register contains data on 55,592 boundaries of settlements, which is 35.8% of the total. In total, there are more than 155 thousand settlements in the country.

In 2020, more than 1.1 million land plots were registered with the USRN. In total, according to the beginning of the year, the real estate register contains information about more than 61 million land plots, of which more than half (37.7 million or 61.9%) are sections with established boundaries.

“The clarification of the boundaries of land plots is necessary in order to comply with the legal regimes of land plots and it is very important for the social and economic development of regions, for urban planning, assessing budget investments and investment forecasts,” added Marina Semenova.
